Michael Muheisen Founder & President

Michael has over 22 years’ experience in the healthcare industry. He specializes in public sector employers and consults to several employer groups including, cities, counties and school districts. Michael specializes in pooling, funding and design of all employee benefit plans in addition to creation of customized benchmarking surveys, carrier interface, renewal negotiations, employee contribution modeling, and claims management. Some of his former clients include the City of Burbank, LA Metro, County of Ventura, Korean Air, Burbank USD, Rancho Santiago Community College District and City of Los Angeles.

He has particular experience in assisting clients in setting short- and long-term goals to achieve their overall strategic objective. Prior to BCS, Michael was a vice president at Aon Hewitt; and prior to that he was part of the Account Management team for Blue Shield of California and Health Net overseeing management of clients in the private and public sectors including CalPERS. He has extensive hands on experience with project coordination, management of client and vendor relationship for the benefits operation.

Michael attended the California State University Northridge and holds a Bachelor of Science degree in Business Administration with an emphasis in Management Information Systems. He also holds a Life and Health Agent licenses in addition to property and casualty broker licenses.

Brent Crane has over 38 years’ experience in the employee benefits field, 33 years of which are as a group health and benefits consultant. He consults on all aspects of pension and group benefits, from traditional defined benefit and insurance plans to alternative health care delivery systems and a variety of defined contribution approaches and retirement services to BrightPath Consulting Services clients. Brent provides an overall strategic consulting.

He has consulted to a myriad of clients from Fortune 100 companies, Large Public Sector clients and Taft Hartley plans. He specializes in large public sector employers and multiple employer purchasing coalitions

Brent’s past clients have been, City of San Jose, City of Los Angeles, City of Santa Monica Southern California Employee Benefits Association, County of Riverside (CA), County of Ventura (CA), Los Angeles Metropolitan Transit Authority, and the Bay Area Rapid Transit.

In addition to his general consulting duties, Brent works on special projects, such as Postretirement valuations and managed care plans. He has lectured on cost-containment issues and Postretirement medical plans. He also has written several articles on employee benefits.

Mr. Crane holds a BS degree in Zoology from Brigham Young University and a master’s in public administration (health administration emphasis) at the Brigham Young University Graduate School of Management.

Cindy Arita

Assistant Vice President of Account Management

Cindy is responsible for account management team at BrightPath Consulting Services.

Cindy has over 25 years of extensive background in working with employee benefits. Prior to joining BCS, she was an Assistant Vice President with Aon’s Los Angeles office. She specializes in building and maintaining strong client relationships through problem resolution, attention to detail, and using her years of experience in the industry to provide strong customer service. As a Health & Benefits Consultant, her client portfolio included national and international multi-location employer groups in manufacturing, Health Care, Financial Service, Higher Education, Airlines, Public Sector, Trusts’ and Union’s. Her client experience ranges from 200 to 40,000+ employees.

Cindy also worked for Zurich U.S. – Special Risk Department as a Customer Service Representative and was also an Account Manager for a Los Angeles-based brokerage firm for six years.

Cindy is a licensed Life and Health Agent and she is planning on continuing her education with industry related courses

Judy has over 35 years of experience working in the California Community Colleges and retired in 2018 as the Vice Chancellor of Human Resources for the Rancho Santiago College District.  During her tenure at that District, Judy rose up through the ranks as a tenured faculty member, an Academic Senate leader and a Faculty Union President for 16 years. Judy then accepted a position as the Assistant Vice Chancellor of Human Resources and ultimately as Vice Chancellor of Human Resources.

 

During her 12-year tenure in Human Resources managing the Human Resources Department and staff, she was responsible for overseeing procedures for recruitment, hiring, promotion, job classification, lay off, discipline, salary placement and employee evaluations.  In addition, has over 30 years of collective bargaining experience representing parties on both sides of the bargaining table.  As a consequence, Judy has a unique perspective and understanding of the challenges and issues facing both the unions and the Districts in their efforts to reach mutually acceptable contract settlements.

 

As a Human Resources leader, she served as the District EEO officer, Title IX Coordinator, and ADA/504 Coordinator and had oversight over the Risk Management and Employee Benefits Departments.  She also provided leadership for District-wide Professional Development Programs.

 

Judy has direct and detailed knowledge of state and federal laws and regulations, and extensive knowledge and experience in investigating, analyzing and resolving personnel conflicts, discrimination, harassment and retaliation complaints as well as settling Unfair Labor Practice charges and grievances.

 

Because of her varied and extensive experience, she has an understanding of the Mission of the California Community Colleges and how Human Resources supports that Mission.  She is able to consult on a variety of Human Resources issues, including Collective Bargaining, Contract Negotiations and Management, Employer-Employee Relations, Professional Development, Recruitment, Classification and Position Reviews, Title IX, and EEO/Diversity Plans.

 

Judy graduated from California State University, Fullerton, and holds Bachelor of Arts and Master of Arts Degrees in Linguistics.

Kenneth is the Founder & President of August Law Firm. Mr. August began his legal career with the firm of Lane & Edson, P.C., where he participated in the representation of former U.S. Treasury Secretary William Simon’s investment banking firm, WESRAY Corporation, in a variety of public and private financial transactions, management buy-outs and related corporate activities. Mr. August has also worked with the firm Dow, Lohnes & Albertson (where he represented a number of telecommunications companies, investment banking firms and commercial banks in a variety of corporate, commercial and financial transactions), and Graham & James (specializing in mergers & acquisitions, securities and joint venture transactions for the firm’s primarily international clientele). He left large law firm practice at the end of 1992 to focus on the representation of entrepreneurial emerging and mid-sized corporate clients.

Mr. August was a Founding Member of the College of Fellows of the Centre for International Legal Studies, headquartered in Kitzbühl, Austria, and has served as a Director for the Singapore American Business Association (Southern California), the International Foundation for the Advancement and Support of Technology, as a Director and Past President of the Orange County International Business and Protocol Foundation, and as Chairman of the California International Business Advisory Board, Rancho Santiago Community College District. He has lectured extensively at home and abroad in the area of international business transactions, including for the United States Department of Commerce, the University of Southern California, the American Electronics Association, Zhongshan (Sun-Yat Sen University) in Guangzhou, China, and the non-profit California Manufacturing Technology Consulting (CMTC). He is fluent in English, French and Spanish, and has a working knowledge of German, Italian, Portuguese and Russian.

Marilyn Monohan

Monohan Law Firm

Marilyn is an employee benefits and insurance corporate and regulatory lawyer whose practice focuses on health and welfare plans. She has extensive experience counseling human resource and insurance industry professionals on compliance obligations, under federal and state employee benefit and insurance laws and regulations. She provides advice on such laws as ACA, ERISA, COBRA, HIPAA, FMLA, and related Internal Revenue Code provisions. Marilyn is a frequent lecturer on federal employee benefit laws, and recent California legislation. To keep clients apprised of new developments, she provides clients with a California legislative monitoring service, writes her firm’s quarterly legislative reports, and drafts summaries of new federal laws and regulations.

Mr. Kochhar has been an Associate Member of the Society of Actuaries (ASA) for thirty-five (35) years and a member of American Academy of Actuaries for Thirty-three (33) years. Mr. Kochhar’s actuarial focus is in the healthcare industry. Mr. Kochhar holds a Bachelor of Arts in Economics from the University of North Carolina, and a Master of Actuarial Science, from Georgia State University.

Mr. Kochhar has been the lead Actuary for other municipalities such as: San Joaquin County, City of San Jose, and the City of Portland. For all these public-sector clients Mr. Kochhar conducted underwriting review based on utilization review, stop-loss determination, risk score development, premium equivalent rate development, and benefit design.
